The Invitation to Bid (ITB) for the project “The Creation of Superficies for 13 lands, Including 3rd Subsection, Gongyuan Sec., Zhongzheng Dist., Taipei City” published by the Department of Finance (DoF) of Taipei City Government (TCG) failed due to lack of bidders caused by the rise of land and property taxes and real estate downturn. After review and revision, the ITB was republished on March 2nd, and the adjusted base price of royalty is NT$2.6 billion.

 

According to the DoF, the base price of royalty was reduced by NT$0.628 billion. The price was assessed by three professional real estate appraisers, and accredited by the City-owned Property Review Panel. The reduction of the price mainly reflected the significant increase in government-declared value of land in 2016. In addition, it also reflected that the floor area reserved for TCG is on the location with higher value.

 

The site of the project is close to Taipei Main Station, and it is located at a transport junction of MRT, TRA, THSR and intercity bus services and possesses great potential in business opportunities. The DoF indicates that more foreign tourists will visit the area and bring great business opportunities after Taoyuan International Airport MRT begins operation this year.

 

As reported by the DoF, the site is divided into areas for use of a cultural tourism section (Area 6,141 square meters, Building Coverage Ratio 625%) and a type 4 commercial district (Area 554 square meters, Building Coverage Ratio 800%) for the purpose of urban planning. The successful tenderer should allocate at least 40% of the floor area in the cultural tourism section for TCG to build the Vision Hall of Taipei City (the Examination Hall Monument, Taipei Images, and the City Council Historical Gallery included), NGO headquarters or foreign embassies. TCG will bear the expense of Land Value Tax, House Tax and rent of the reserved building in the cultural tourism section. Please refer to the tender documents for detailed regulations.
