The site of the development project of “The creation of superficies for 13 lands, including 3rd Subsection, Gongyuan Sec., Zhongzheng Dist., Taipei City” is adjacent to Zhongshan S. Rd., Zhongxiao W. Rd., and Qingdao W. Rd. According to the Department of Finance (DoF) of Taipei City Government (TCG), the site is surrounded by a number of department stores and malls, and located at the most essential sector in the Taipei City, for its great advantages of location and transportation. The DoF indicates that the site is developed in the form of “creation of superficies” and in accordance with the Act 65 of the Guidelines for Management of Taipei Municipal Property. The duration of the superficies is 50 years, with the base price of royalty of 3.228 billion NTD. It is expected that the benefit of public land development will be increased in combination of private sector involvement and execution of urban planning.

 

As reported by the DoF, the lands in question have the area of 6,695 square meters and Assessed Present Value of 3 billion and 9.49 million NTD in 2015. The zoning of these lands are divided into areas for use of a cultural tourism zoning (Area 6,141 square meters) and a type 4 commercial zoning (Area 554 square meters). The successful tenderer should donate at least 40% of the floor area in the cultural tourism section to TCG for the Vision Hall of Taipei City (the Examination Hall Monument, Taipei Images, and the City Council Historical Gallery should be included) and NGO headquarters. The tenderer is also responsible for constructing the new exit of MRT Taipei Main Station and shifting vent shafts on the North of the development site. TCG will bear the expense of Land Value Tax and House Tax of the reserved building in the cultural tourism zoning. The invitation to bid for the project is estimated to be republished in January, 2016.

 

The DoF affirms that TCG aims to revitalize city property and actively promote the development of city-owned land in the form of “creation of superficies”, and private capital will upgrade land use efficiency, foster economic development and create job opportunities. The project will contribute to the tourism, economy and cultural development of the city.
