With Impartial, Open and Transparency, Taipei City Government Conducted Public Housing Project, Held Public Hearings and Encouraged Public Participation

According to the provision of 2016 Taipei Housing Fund Budget and its resolution investigated by Taipei City Council, the Department of Urban Development, Taipei City Government had held public hearing at the sites of public housing since February 2016 to adopt public opinions, acknowledge and communicate with residents directly. There were 15 public hearings held up to May 2016. The notice issued was in accordance with “Notice on Holding Public Hearing for Taipei City Government and Its Organizations”, announced 10 days before the event, published in newspapers, entrusted chief of village to deliver the flyers and posted at village offices.
Currently, the first public hearing had been held at most sites. In response to the complaints which stated that residents did not receive notices or could not attend but wanted to express their opinions, the Department of Urban Development held the 2nd public hearing. Within 500-meter radius surrounded the sites, except the abovementioned methods, the notices were also delivered door-to-door and attached return envelops which allowed residents to send their opinions back. The mail included a notice of public hearing and a survey. The content conveyed no particular purposes but encouraged residents to express their opinions at the public hearing. Moreover, the survey allowed residents to express their opinions if they could not attend the hearings. With this measure, the delivery of notice for public hearing was more thoughtful than the others.
In order to express that government valued the opinions of residents in neighborhood, Taipei City Mayor, Ko Wen-je requested Department of Civil Affairs, Department of Transportation, Department of Social Welfare, Department of Health and Department of Information and Tourism to attend and illustrate at the public hearings. After the first public hearing, the Department of Urban Development, Taipei City Government actively compiled and analyzed the information, such as: the impact and improvement of the ambient traffic, the evaluation of the geological conditions, the investigation of historic sites and the research on tree protection. The Department of Urban Development had convened about 20 meetings with the welfare and related agents for the diagrams and the demands of residents in order to provide quality public housing and complete space plan for public facilities.
Take Ming-lun site as an example, after the first public hearing at Ming-lun public housing on February 26, 2016, the Department of Urban Development conducted evaluation and analysis according to the issues concerned by residents, such as: consulted traffic technicians to gather more information about the ambient traffic, entrusted geological drilling companies to investigate geology, verified the range of Yuan-san historic site, recorded and protected old trees within the scope. So far, 3 space plan meetings and many drew up plan meetings have been held. Hopefully, the opinions can be responded and public expectation can be satisfied in the 2nd public hearing in the future.
It has been questioned about the process of bid. The Department of Urban Development indicated that the whole process was dealt with impartial, open and just to choose professional companies. Under Government Procurement Act, the selection processes did not violate any regulations. About the progress of public housing, the sites currently under construction were caught up within the schedule. The Department of Urban Development would reinforce contract management, carry out three-level quality management, check on construction quality strictly and assure completion time to safeguard citizens’ housing in Taipei. Further, the sites which had been budgeted for public housing, The Department of Urban Development would communicate with residents actively under the resolution of City Council and prompt the construction of public housing.
In the future, Taipei City Government will continue communicating with citizens. Public housing is expected to not only meet the demand of citizens, but also be recognized by locals and promotes a critical point for sense of belongingness.
