To boost childcare quality and protect labor rights, the Department of Social Welfare issues three major guidelines to stimulate the childcare industry

Three major guidelines have been established to stimulate the childcare industry: 1. Raising childcare worker salaries: The insured salary of employees with a undergraduate degree related to childcare will be raised from NT$30,300 to NT$34,800. 2. Subsidies for long-term professional employees: Between NT$1,000 and NT$3,000 will be added to each employee's monthly salary, based on seniority, to retain experienced employees and stabilize the quality of care. 3. Rewards to optimize child-to-caregiver ratio: Other than complying with the Ministry of Health and Welfare in promoting the reward system for lowering the child-to-caregiver ratio to 1 to 4, the Taipei City Government will also increase the budget for labor expenses to match up to Taipei City's general standards, so that childcare centers are encouraged to hire caregivers and workloads are reduced.

The goal is to recruit quality caregivers into the childcare industry and create a friendly and high-quality childcare environment
