In order to boost the development of public lands, the Invitation to Bid (ITB) for the project "The Creation of Superficies for 13 lands, Including 3rd Subsection, Gongyuan Sec., Zhongzheng Dist., Taipei City (the former site of City Council)" was republished by Taipei City Government (TCG) on July 11th, 2016, and the base price of royalty is NT$ 2.8088 billion. According to the Department of Finance (DOF) of TCG, "The Implementation Directions of the Creation of Superficies of City-Owned Land" was amended and the maximum allowable land rent increase of the projects developed in the form of creation of superficies was set to facilitate investors' financial evaluations and reduce their financial risks. The creation of superficies for the former site of City Council will be the first development project applicable to the amendment, which will be effective since July 1st, 2016.

 

The DOF said that, the portion of the floor area in the cultural tourism section reserved for the TCG at no cost was reduced from 40% to 20%. TCG will establish the Taipei Museum of History (the Examination Hall Monument, Taipei Images, and the City Council Historical Gallery included) in the area. The modification on the tender requirement was expected to provide more incentives to invest. The other 20% of the floor area in the cultural tourism section was planned to be used for nonprofit organizations' offices and related facilities (Cultural exchange space, performance hall,exhibition room, meeting rooms, seminar rooms, lounge, cultural tourism information desk and other auxiliary facilities included). The base price of royalty was increased from NT$ 2.6 billion to NT$2.8088 billion.

 

In addition, the rights and obligations between investors and the TCG regarding co-management of the area has been clarified and illustrated in the conditions of tender. The DoF has appointed professional firms to draft transplant and restoration plans for the protected trees within the site in correspondence to "Taipei City's Self-governance Article on Tree Protection", and is expected to be submitted to the city's Tree Protection Committee for approval soon.

 

The tender will be closed by 11:00 a.m. on September 8th, 2016, and the qualification review will be conducted at 2:00 p.m. Welcome investors with interest to join. The UBC is located at the 3rd Floor, Southwest Wing, No. 1, City Hall Rd., Xinyi District, Taipei City until July 22nd, 2016, and will be relocated to the 2nd Floor, South Wing, No. 1, City Hall Rd., Xinyi District, Taipei City after July 25th, 2016.
