January 9, 2004Mayor Ma Ying-jeou and Mayor Bill Smith of Edmonton, Canada, signed the Trade City Declaration in Taipei. 
June 13-15, 2004Mayor Ma Ying-jeou was invited to Seoul, Korea, to deliver a speech at "Asia Strategic Insight Roundtable." He also paid a call on the Mayor of Seoul, Mr. Lee Myung-bak, and inspected the Cheonggyecheon Restoration Project. After the conference, he took the Korean Train Express to Busan City and viewed the subway system, a traditional market, and the Busan Asiad Main Stadium, where he was given a briefing.The Stadium was built in 2002 for the Asian Games and the FIFA World Cup. 
November 22-24, 2004Mayor
 Ma attended the 4th Plenary Meeting of The Asian Network of Major
 Cities 21 (ANMC 21) in Jakarta and requested to host the Plenary Meeting in
 Taipei. During this conference, Mayor Ma encountered groundless carping from
 Beijing. However, in accordance with the ANMC 21 Charter and standing
 international practice, Mayor Ma defended Taipei’s rights by reaffirming the
 city as the priority host of the 5th Plenary Meeting, which was later
 held in 2006.
