January 1	The Taipei City Government Secretariat officially launched a volunteer attendance and service management system. This system manages multiple functions including handling front-end attendance administration and generating back-end performance statistics, substantially reducing manual processing time and enhancing administrative efficiency.
March 18	The Taipei City Government Secretariat assisted in organizing the 2025 Taipei Smart City Summit, hosting 5 visiting delegations totaling 40 representatives from sister and partner cities, including Ladie N. Jack, mayor of Majuro, the capital of the Marshall Islands.
March 19	Mayor Wan-An Chiang and Marc Elrich, County Executive of Montgomery County, Maryland, United States, jointly signed a friendly city county agreement between Taipei City and Montgomery County. Extending the established friendly relations between these locations, the agreement expands exchanges across multiple fields.
April 1	The Taipei City Government Secretariat organized an archival training session on registration, cataloging, and appraisal for the 2025 fiscal year, and 115 individuals participated.
April 30	The Taipei City Government Secretariat conducted its 2025 archival management evaluation, which continued through August 13. The evaluation involved on-site assessments and follow-up reviews of district offices and three first-level agencies to enhance the quality of archival management through targeted guidance.
May 1	TaipeiPASS officially launched a real-time counter queue inquiry service for the Taipei City Government Joint Service Center.
May 16	In conjunction with the World Masters Games 2025 Taipei & New Taipei City, the Taipei City Government Secretariat hosted the inaugural 2025 Taipei International Cities Forum, presenting the theme “Shaping Urban Futures: Innovation, Health, and Sustainability.” A total of 12 delegations comprising 51 representatives from sister and partner cities were received.
June 19	Mayor Wan-An Chiang led a delegation to Paris, France, to attend the Summit of Mayors: From Paris to Belém: 10 Years of Global Action for Climate. During the visit, which lasted until June 25, the delegation met with key political figures including the vice chair of the French Senate’s Foreign Affairs and Defense Committee and the mayor of Paris.
July 1	The Taipei City Government issued official correspondence announcing revisions to certain provisions of the Taipei City Government Guidelines for Document Processing that align documentation standards with practical requirements and provide a basis for ensuring compliance by all government agencies.
September 11	The Taipei City Government Secretariat organized a general and introductory practical training program on archival management for the 2025 fiscal year. A total of six sessions were held through October 2, in which 296 individuals or organizations participated.
November 13	Taipei City established a sister-city relationship with Basseterre, the capital of the Federation of Saint Kitts and Nevis.
November 14	The Taipei City Government Secretariat launched an archival exhibition on the historical evolution of government agencies and the official seals of the Taipei City Government on its official website. Additionally, the Secretariat participated in the Archives Month campaign organized by the National Development Council’s National Archives Administration.
November 21	The Taipei City Government Secretariat promoted an intelligent document retrieval model and extended its implementation to all municipal agencies and public schools across Taipei City. The initiative facilitated the registration and transmission of paper-based official documents without official document numbers.
November 28	Additional electric vehicle charging facilities were installed at the Taipei City Hall Public Affairs Management Center, completing the construction of an electric vehicle charging zone in the City Hall parking lot. A total of 18 charging stations were added, reducing carbon emissions and fulfilling the city’s net-zero carbon policy.
November 30	The Taipei City Hall Public Affairs Management Center upgraded the City Hall’s emergency assistance system by installing additional emergency call bells in restrooms and intercom units in stairwells. These enhancements strengthen real-time incident reporting mechanisms and enhance the safety of staff and the public.
December 1	The Taipei City Government Secretariat, in collaboration with the Department of Information Technology, the Department of Government Ethics, and the Public Works Department, completed a pilot project to implement an online approval mechanism for classified documents.
December 8	Personnel from the Taipei City Government Secretariat received the 22nd Gold Award for Outstanding Archives Management Personnel in Government Agencies and assisted the Xinyi District Office in winning the 22nd Golden Archives Award for Government Offices Archives Management. Representatives from both offices attended the award ceremony at the National Archives Administration.
December 25	The Taipei City Government Document Exchange Center began using an intelligent document retrieval model, eliminating the previous fixed twice-daily exchange schedule. This transition marked the completion of a reform in document exchange operations.
December 25	The Taipei City Government Secretariat produced a video marking the third anniversary of the mayor’s inauguration and presenting the city government’s annual policy achievements to the public.
December 27	Mayor Wan-An Chiang led a delegation to Shanghai to attend the 2025 Taipei-Shanghai City Forum, which was themed “Technology Transforming Life.” The two-day forum concluded on December 28.
December 31	The air-conditioning systems of the Taipei City Hall Public Affairs Management Center were upgraded to improve the office environment, completing equipment renewal on floors 4 through 8 of the southwest wing and B2 through floor 4 of the west wing. The upgrades enhanced cooling efficiency and overall workplace comfort.
December 31	The stability of the power system of the Taipei City Hall Public Affairs Management Center was increased by upgrading the transformers in the primary equipment room on B2, enhancing the overall reliability and safety of the power supply to the City Hall.
December 31	Smart facilities were installed at the Taipei City Hall Public Affairs Management Center. These facilities marked the completion of upgrades to workstations and air-conditioning sensors and the finalization of the installation of smart power outlets in the west wing and other areas of the City Hall. These improvements enhanced system performance and management stability.
December 31	The facilities of the Taipei City Hall Public Affairs Management Center were enhanced through the completion of renovation work on the restrooms located on floors 7 through 11 of the central-north wing, optimizing the spatial layout and user experience.
December 31	The public spaces of the Taipei City Hall Public Affairs Management Center were renovated through the completion of improvements to the City Hall atrium and its surrounding areas (including waterproofing of the skylight), the area around Wu San-Lien Hall, and the multifunction room on the second floor of the west wing, elevating service quality.

February 26	Taipei City Government launched the Smart Document Retrieval model, which employs an intelligent document retrieval cabinet system to support the operations of the 62 agencies currently connected to the Interoffice Mail Exchange Room. These agencies comprise 34 first-level agencies, 16 second-level agencies, and 12 district offices.
March 21	Deputy Mayor Shu-Chuan Lee of Taipei City and Deputy Mayor Víctor Manuel Alejandro Martínez Ruiz of Guatemala City, a sister city of Taipei, jointly signed a Letter of Intent for Cooperation Between the City of Taipei and the City of Guatemala. The two cities plan to deepen exchange and cooperation in areas such as urban planning, water resource management, waste disposal, transportation, and smart city development.
April 29	The Secretariat of Taipei City Government hosted the International Night for the 2024 Taipei Firefly Festival at Daan Forest Park. The Secretariat invited ambassadors from Taiwan’s diplomatic allies, Saint Vincent and the Grenadines, the Marshall Islands, Saint Kitts and Nevis, and Belize, in addition to other diplomatic representatives stationed in Taiwan, to participate in the festivities of this inaugural event.
May 1	The Secretariat of Taipei City Government conducted the 2024 Taipei City Government Archives Management Evaluation providing on-site guidance to all first-level agencies under its jurisdiction. From May 1 to August 7, a total of 12 first-level agencies were evaluated or re-evaluated to enhance the quality of archives management.
May 18	Mayor Wan-an Chiang led a delegation to Tokyo, Japan, to attend the SusHi Tech 2024 forum and meet with key political figures, among them representatives from the Youth Division of Japan’s Liberal Democratic Party and the Tokyo Metropolitan Assembly. Additionally, the delegation visited Tokyo Chinese School and Tokyo Dome, and participated in the Taiwan Festival held at Tokyo Skytree to promote Taipei tourism. The visit concluded on May 20.
May 21	Taipei City established a sister city relationship with Kingstown, the capital of Saint Vincent and the Grenadines.
June 18	Mayor Wan-an Chiang participated in an online mayoral meeting involving Taipei, Tokyo, and Bangkok, joining Tokyo Governor Yuriko Koike and Bangkok Governor Chadchart Sittipunt to discuss the challenges posed by declining birth rates in urban areas.
July 9	The City Hall Management Office of Taipei City Hall established an electric vehicle charging zone in the parking lot. This initiative reduces carbon emissions and advances the implementation of Taiwan’s net-zero carbon emissions policy.
September 4	Mayor Wan-an Chiang led a delegation to the United States, visiting New York, Boston, Philadelphia, and New Jersey to study urban and transportation planning, industrial development, and artificial intelligence applications. Mayor Chiang also promoted youth exchanges. During the visit, Mayor Chiang met with local political leaders and held a meeting with Mayor Michelle Wu of Boston, Taipei’s sister city. The visit concluded on September 14.
October 11	Mayor Wan-an Chiang and Mayor Katsuhito Noshi of Matsuyama, Japan, jointly signed a Friendship City Agreement. Expanding on their friendly relations, the two cities will deepen exchanges in areas such as youth engagement, innovative technology, environmental sustainability, and the United Nations Sustainable Development Goals.
November 20	The Secretariat of Taipei City Government assisted the Organizing Committee of the World Masters Games 2025 Taipei & New Taipei City in hosting a Thanksgiving tea party for diplomatic missions in Taiwan. The Ambassador of Saint Kitts and Nevis and representatives from countries such as Mexico and Saudi Arabia were invited to participate in promoting the games.
December 17	The Secretariat of Taipei City Government organized the 2024 Taipei-Shanghai City Forum with the theme “Smart Governance for a Sustainable Future.” The forum featured three subforums: Friendly Transportation, River Management, and Cultivated Cities. Additionally, two memoranda of understanding were signed, focusing on smart health care and wildlife conservation and exchange. These initiatives will enhance cross-strait urban exchanges and facilitate municipal learning.
December 18	The City Hall Management Office of Taipei City Hall completed an upgrade of the air conditioning equipment in the public lounge area on the first floor of the building’s north wing. This improvement provides a more comfortable environment for citizens conducting official business and enhances the quality of public services.
December 25	The Secretariat of Taipei City Government produced the Taipei Mayor’s Second Year in Office video to present the administration’s annual policy achievements to Taipei citizens.
December 27	The Secretariat of Taipei City Government released the Year of the Snake Spring Festival couplet, which features the phrase “蛇馬龍鶴” (Snake, Horse, Dragon, and Crane), and introduced limited-edition coloring-square couplets. These were designed to encourage parent–child creativity and add a touch of fun to the festive season.
December 27	The City Hall Management Office of Taipei City Hall completed renovations of the restrooms on the 10th to 12th floors of the South Central Area and on B2 of the North Central and South Central Areas, improving the quality of the facilities.
December 29	The City Hall Management Office of Taipei City Hall completed replacements of the exhaust ducts in the employee cafeteria, enhancing the safety and hygiene of the environment.
December 31	The City Hall Management Office of Taipei City Hall completed the planning and basic design for the Taipei City Hall Service Life Extension and Smart Modernization Project as well as the renovation project for the City Hall building. These will serve as a reference for subsequent detailed design and construction work.

February 5	During the 2023 Taiwan Lantern Festival in Taipei, the Secretariat received 12 delegations (totaling 73 people) from sister and friendly cities around the world. The distinguished guests included Mayor Remigijus Šimašius (of Vilnius, Lithuania), Mayor Ladie N. Jack (of Majuro, Marshall Islands), Mayor Maria Josefina G. Belmonte (of Quezon City, the Philippines), representative Chang Sook-Jin (of Daegu, South Korea), Former Mayor Hiroshi Sakurada (of Hirosaki, Japan), Mayor Shinju Yamaguchi (of Kasama, Japan), and Deputy Mayor Takeshi Matsubara (of Matsuyama, Japan).
March 30	Deputy Mayor Shu-Chuan Lee (of Taipei City) and Deputy Mayor Volodymyr Bondarenko (of Kyiv, Ukraine) jointly signed a memorandum of understanding on city cooperation. This memorandum aims to promote future exchanges and cooperation between the two cities in municipal areas such as energy efficiency, urban planning and construction, sustainable transportation, education and culture, children and youth services, open government, and digital information technology.
May 1	The Secretariat has streamlined the invitation process for mayors to attend municipal events and request documents in the name of the mayor. This is done through a simplified procedure that replaces the traditional official document review process with a system-based reporting method, thereby simplifying operating procedures.
May 10	The Taipei City Government promulgated the “Operation and Management Standards for the Taipei City Government Joint Service Center” to enhance the efficiency and quality of services provided to the public at the Joint Service Center, such as case handling, consultations, and petitions.
June 9	In a gesture of international friendship and support for education and youth development policies in Saint Kitts and Nevis, the Taipei City Government donated 50 YouBikes to celebrate 40 years of diplomatic relations between the two cities.
July 5	Mayor Wan-An Chiang led a delegation to Singapore for municipal inspections, focusing on exchanges in areas such as transportation, environmental sustainability, urban development, and smart cities. The visit ended on July 8.
August 23	Mayor Wan-An Chiang represented Taipei City in signing a friendly exchange agreement with Hamamatsu, promoting a traveler exchange program to deepen the cooperation and interactions between the two cities.
August 25	The Secretariat proposed the “Document iExchange, Smart Pickup” initiative, winning the special innovation award in the Taipei City Government’s 2023 Creative Proposal Competition.
August 29	Mayor Wan-An Chiang led a delegation to Shanghai to attend the 2023 Taipei–Shanghai City Forum, the theme of which was “new trends, new development.” During this forum, three memorandums of understanding were signed on badminton, carbon reduction and sustainability, and convention and exhibition industry exchanges. The visit ended on August 31.
September 24	Mayor Wan-An Chiang led a delegation to Seoul, South Korea to participate in the World Cities Summit, meeting with Seoul Mayor Se-Hoon Oh. Under the witness of both mayors, a memorandum of understanding was jointly signed between Chen-Hua Yu, the commissioner of the Research, Development, and Evaluation Commission, Taipei City Government, and Cheol-Soo Kim, the head of the Future Youth Planning Team of the Seoul Metropolitan Government. The visit ended on September 26.
October 23	The City Hall Management Office of the Taipei City Hall conducted the Taipei City Hall Childcare Facility Renovation Turnkey Project, completing renovations for the facility’s Infant Care Center, outdoor playground, and preschool multipurpose activity space. This expansion increased the capacity of the Infant Care Center from 12 to 32 children.
November 24	Deputy Mayor Shu-Chuan Lee and Mayor Shinju Yamaguchi (of Kasama, Japan) jointly signed the “Taipei–Kasama Exchange and Cooperation Agreement” to promote exchanges and cooperation between the two cities in tourism, industry, education, culture, and sports.
December 18	Mayor Wan-An Chiang and Mayor Takashi Namba (of Shizuoka, Japan) jointly signed the “Taipei–Shizuoka Memorandum of Understanding on Friendly City Exchange and Cooperation.” Building on years of sports exchanges between the two cities, this agreement aims to further expand exchanges and cooperation in smart cities, green transformation, tourism, and education.
December 19	The City Hall Management Office of the Taipei City Hall conducted the “Taipei City Hall Security Guard Area and Surrounding Space Equipment and Facility Update Turnkey Procurement Project,” completing updates to the security guard rest rooms, washrooms, and shower rooms. This provides a simple and comfortable rest environment for the security guards, ensuring that they maintain their best working conditions around the clock.
December 25	The Secretariat held the “Taipei Team Annual Press Conference,” where Mayor Wan-An Chiang, leading the heads of various municipal departments, presented to Taipei citizens the city government’s annual policy achievements and vision for the future.
December 26	The City Hall Management Office of the Taipei City Hall conducted a preliminary needs survey related to the “2023 Initiative to Transform the Taipei City Hall into an Energy-Saving, Carbon-Reducing Smart Building.” This initiative covers three major aspects: extending the life of the main building, replacing electrical and mechanical equipment, and implementing energy-saving and carbon-reducing measures. The City Hall Management Office also reviewed and confirmed the requirements for applying for a Smart Building certification.

January 7	The Secretariat, Taipei City Government, held the “Taipei City Command Center Press Conference in Response to the COVID-19 Epidemic.” As of November 8, 2022, 43 press conferences have been held, and more will be held depending on the pandemic situation.
February 16	The Taipei City Government promulgated the “2022 official document digitization and performance evaluation methods,” requiring all agencies to approve official documents online instead of using the traditional paper-based method and re-examining its paper purchase reduction target. The Taipei City Government set an annual target of reducing paper purchases by 2%; by 2026, it will reduce paper purchases by 10%. In 2022, 99.49% of the documents received and approved by the government were created online, and 99.85% of the official documents received and approved were approved online; this numbers indicate the effective digitization of official documents.
March 2	Taipei City Mayor Ko Wen-je held a video conference with Rafal Trzaskowski, the mayor of Taipei City’s sister city Warsaw, and donated €300,000 euros from Taipei City’s disaster relief account to help in handling the refugee crisis in Warsaw.
March 3	The Taipei City Government hosted the “Stand with Ukraine” event at Taipei City Hall, inviting diplomatic envoys including Filip Grzegorzewski (head of the European Economic and Trade Office in Taiwan), Martin Podstavek (representative of the Slovak Economic and Cultural Office in Taipei), Guillaume Delvallee (deputy director of the French Office in Taipei), and Cyryl Kozaczewski (director of the Polish Office); Ukrainians in Taiwan; and Ukrainian student representatives in Taiwan to express their support for Ukrainian.
March 14	Taipei City Government promulgated the “Guidelines for Evaluating Taipei City Government File Management,” and abolished the “Regulations for Evaluating and Rewarding/Punishing the File Management Performance of Units under the Taipei City Government,” increasing the overall quality of file management by implementing year- and class-based on-site evaluations. The 2022 annual evaluations were conducted from July 27 to September 28, and nine units were evaluated.
March 28	The Secretariat, Taipei City Government, formulated the “Personal Data Protection and Management Guidelines of Secretariat, Taipei City Government” to strengthen personal data protection.
March 29	The Taipei City Hall Management Office formulated the “Personal Data Protection and Management Guidelines of the Taipei City Hall Management Office” to strengthen personal data protection.
April 16	The Taipei City Government hosted the “Envoy Cup Tennis Tournament” at the Taipei Tennis Center, attracting 42 participants to play or watch the tournament. These participants included envoys in Taiwan such as representatives from Poland and deputy representatives from the American Institute in Taiwan; representatives from various foreign chambers of commerce; and Ministry of Foreign Affairs personnel.
May 12	The Secretariat, Taipei City Government, held seven “City-to-City International Forum Video Conferences,” during which Mayor Ko Wen-je shared with the mayors of Taipei’s sister cities his urban governance experiences with respect to areas such as sustainable carbon reduction, digital governance, and smart transportation. The last conference ended on July 28, 2022, and video conferences were held with Ricardo Quinonez Lemus (mayor of Guatemala; May 12), Yoshihiro Murai (governor of Miyagi Prefecture, Japan; May 12), Zdeněk Hřib (mayor of Prague, June 21), Jan van Zanen (mayor of The Hague; July 6), Tom Tate (mayor of the City of Gold Coast, Australia; July 15), Nobuhiro Tanabe (mayor of Shizuoka City, Japan; July 20), and Andy Foster (mayor of Wellington; July 28).
May 26	The Taipei City Government revised the “Taipei City Government Document Processing Implementation Directions,” which stipulate the methods for writing official documents with response deadlines and amended the methods for calculating the processing deadlines for some types of official documents to meet practical needs.
June 14	The Secretariat, Taipei City Government, Department of Information Technology (of the Taipei City Government), and iTake Inc. jointly developed a proof of concept for the “Taipei City Government Document Self-Service Pickup Locker Pilot Project,” changing the current fixed-point official document delivery method to a method involving the use of self-service pickup lockers, thereby increasing administrative efficiency. The pilot project concluded on November 18.
July 19	Taipei City Mayor Ko Wen-je attended the “2022 Shanghai-Taipei City Forum” video conference and delivered a speech. Mayor Ko and Shanghai Mayor Gong Zheng jointly witnessed the signing of a memorandum of cooperation between the two cities in the fields of circular economy, smart transportation, and go.
August 12	The Secretariat, Taipei City Government, held the “Taiwan Will Be: Taipei 2022 Online Exchange Conference,” which comprised nine sessions, during which Mayor Ko Wen-je and Deputy Mayor Huang Shan-shan invited experts, scholars, and citizens to exchange their views on Taipei’s visions and municipal administration. The final session was held on August 26.
August 13	The Secretariat, Taipei City Government held the “Taipei City Government Head Exchange Event,” during which Mayor Ko Wen-je led the heads of first-level Taipei City Government agencies to Penghu County to observe its municipal administration and to hold a municipal exchange seminar, which ended on August 14.
September 29	The Joint Services Center was opened, integrating the services provided by Taipei City Hall counters, providing single-window appointment services, and shortening the waiting time for citizens waiting in line.
November 1	The Secretariat, Taipei City Government, held the “Taipei City Government 2022 File Management Education and Training” (nine sessions) to educate and train 304 people. The last session ended on November 18.
December 15	Taipei City Mayor Ko Wen-je led 15 delegates, including Chen Su-hui (deputy director, Education Bureau, Taipei City Government), Wu Hsin-pei (deputy director general, Department of Economic Development, Taipei City Government), Chen Hui-min (deputy commissioner, Department of Information Technology, Taipei City Government), secretary-general Chen Chih-ming, spokesperson Chen Chih-han, and Chou Tai-chu (chief executive officer, International Affairs Advisory Council), on a visit to Singapore. In Singapore, they learned about the country’s local bilingual education, “Smart City: Digital Ambassador” policies, and local preparatory work for net zero carbon emissions by 2050. They also visited a hawker center, which serves as a basis for Singapore’s hawker culture that was selected as an intangible cultural heritage by UNESCO.
December 19	The Secretariat, Taipei City Government, held the “Toward 2050 Zero Carbon Emissions Press Conference,” during which Mayor Ko Wen-je and three major shared scooter operators (i.e., iRent, WeMo Scooter, and GoShare) signed a memorandum of cooperation to replace gasoline-powered scooters with electric scooters and scooter-buying with scooter-renting to create a zero-carbon city. The renovation of washrooms on the 2nd–5th floors of the Central South District were completed and opened for use.
December 22	The Secretariat, Taipei City Government, held the “Press Conference for the 8th Anniversary of the Mayor’s Inauguration.” Mayor Ko Wen-je led the heads of first-level Taipei City Government agencies to explain to Taipei citizens the administrative achievements of the Taipei City Government.
December 23	“Taipei City Hall and Surrounding Landscape Improvement Works” was completed and the space was opened to the public.

February 18, 2021	The Taipei City Government issued a letter regarding the Taipei City Government’s 2021 Implementation Plan for Promoting the Digitization of Official Documents.
February 25, 2021	The Taipei City Government Secretariat held a press conference on Taipei City’s Post-pandemic Industrial Digital Transformation Policy Whitepaper.
March 5, 2021	The Taipei City Government issued a letter regarding an amendment of Taipei City Government’s Document Processing Implementation Directions; the amendment incorporates concepts such as digitization and document simplification into the regulations to meet practical requirements.
March 20, 2021	The Taipei City Government Secretariat held Taipei City Government’s Commissioner, Chief, and Director Exchange Event. Mayor Ko Wen-je personally led the commissioners, chiefs, and directors of all Taipei City Government’s first-level departments and agencies to visit Hsinchu County and held a municipal exchange seminar.
March 26, 2021	The mayor of Taipei City, Mayor Ko Wen-je, and the mayor of Daegu City, Mayor Kwon Young-jin, celebrated the tenth anniversary of their sister city alliance through a video conference, during which a “Reaffirmation of Sister City Relationship Agreement” was also signed.
June 9, 2021	The Taipei City Government Secretariat held a video conference to explain Taipei City’s epidemic prevention and relief policies to representatives of foreign organizations and chambers of commerce in Taiwan. Taipei City Mayor Ko Wen-je delivered a speech during the meeting, and the Deputy Chairperson of Taipei City’s International Affairs Advisory Council (Amb. September 8, 2021	Taipei City Mayor Ko Wen-je was invited to participate in a video conference meeting titled the “2021 Asia Pacific Cities Summit, APCS Special Edition, Mayors Forum,” which was held in Brisbane, Australia; Amb. Tai-chu Chou, the Commissioner of Taipei City Government’s Department of Civil Servant Development, participated in the Summit’s City Leadership Forum as a representative of Taipei City Government; Dr Hsin-Ke Lu, the Commissioner of Taipei City Government’s Department of Information Technology, served as speaker for the Summit’s “Smart City” sub-forum. The summit ended on September 10, 2021.
September 11, 2021	The Taipei City Government issued a letter regarding the amendment of Taipei City Government’s 2021 Implementation Plan for Promoting the Digitization of Official Documents. It increased the percentage of overall online approval signed for paper documents to 88%. The percentage of yearly online approval signed for paper documents by various departments and agencies was 92.05%, and the online approval signed for official e-documents was 99.06%, indicating the effective implementation of official document digitization policies.
September 14, 2021	Taipei City donated a fire truck to Belmopan, a sister city of Taipei City. The fire truck was accepted by Belmopan City Mayor, Sheran Palaci, on behalf of the city.
September 22, 2021	Taipei City Government issued a letter regarding the amendment of the Supplementary Regulations for the Purchase and Leasing of Official Vehicles by the Departments and Agencies of Taipei City Government and Municipal Schools, and established the Guidelines for the Management of Official Vehicle Use of Taipei City Government, clarifying the principles for vehicle purchase and providing details related to affairs such as application for dispatch, tax, insurance, and daily maintenance.
October 8, 2021	Taipei City Mayor and the mayor of the sister city Vilnius, Remigijus Šimašius, held a video conference to exchange views on municipal governance experiences.
October 21, 2021	The Taipei City Government issued amendments to the Guidelines Related to Public Access to the Archives of Taipei City Government, its Departments and Agencies, and its Affiliated Colleges and Universities, providing a full-scale online application service to enhance application efficiency.
October 26, 2021	The Taipei City Government Secretariat held the 2021 Annual Training on Archive Management by Video Courses and Practice of System Operation. Up until November 26, 557 participants took part in these training sessions, and a total of 19 training sessions were held.
November 1, 2021	In response to digital transformation, Taipei City Government launched Remote Video and Telephone Legal Professional Consulting Services to provide various choices to the public and to enhance the efficiency, quality, and convenience of relevant digital services.
November 3, 2021	The official launch of the Taipei City Hall Building Co-Working Space was held. The Space has 78 seats and 3 video conferencing rooms, which can be used by the heads and colleagues of departments and agencies outside City Government for the purpose of official business within City Hall, or new project offices and temporary task groups for the purpose of establishment and operation within City Hall.
November 29, 2021	The Taipei City Government Secretariat oversaw the authentication of expired official City Government (department) documents dated 1983 to 1987, which fit the criteria for permanent archival transfer. After a review by the National Archives Administration, 3 files were transferred to the National Archives, 108 files were permanently archived by relevant authorities, and 66 files were temporarily archived by relevant agencies. This improved the overall efficiency of file cleaning.
December 1, 2021	Taipei City Mayor Ko Wen-je attended the 2021 Taipei–Shanghai City Forum video conference meeting and delivered a speech. Mayor Ko also witnessed the signing of memoranda of understanding between the two cities in the areas of innovation and technology, zoos, and national orchestras together with the Mayor of Shanghai City, Gong Zheng.
December 2, 2021	Taipei City Mayor Ko Wen-je and the mayor of Oklahoma City, Mayor David Holt, celebrated the 40th anniversary of a sister city affiliation through a video conference meeting, during which a “Reaffirmation of Sister City Relationship Agreement” was also signed.

January 13, 2020	Taipei City and Prague signed a sister city agreement. Mayor Ko visited Prague in person to complete the signing process with Zdeněk Hřib, the mayor of Prague.
February 3, 2020	Between February 3 and July 15, 2020, the Secretariat hosted 93 sessions of press conference for the Central Epidemic Command Center in response to the COVID-19 pandemic. More sessions will be hosted when necessary.
February 5, 2020	The Taipei City Government implemented the 2020 Electronic Documentation Energy Preservation and Paper Reduction Project.
February 10, 2020	Taipei City and Lima, the capitol of Peru, signed a sister city agreement. The signing process was respectively completed by Mayor Ko and Jorge Muñoz, the mayor of Lima, on February 10 and 25 through exchange of letters.
April 21, 2020	The Taipei City Government shared the English versions of its pandemic prevention platform and standard operation procedures with over 70 international cities with friendly relations with Taipei (including all sister cities) as well as 60 diplomatic missions in Taiwan.
May 20, 2020	The Taipei City Government implemented the Outdated File Deletion Project and required all agencies to shred or delete outdated documents and preserve valuable documents to maximize the space of the file archive.
June 21, 2020	The Secretariat hosted the Taipei City Government Director Exchange Event, in which Mayor Ko led departmental directors in the city government to visit Chiayi City and participate in seminars to discuss urban governance.
July 11, 2020	The Secretariat hosted the Taipei City Government Director Exchange Event, in which Mayor Ko led departmental directors in the city government to visit Yunlin City and participate in seminars to discuss urban governance. The even ended on July 12.
July 22, 2020	The 2020 Taipei–Shanghai City Forum was hosted to discuss urban pandemic prevention and smart economies. The forum was conducted through video conferencing for the first time.
July 28, 2020	The Taipei City Government amended the 2020 Electronic Documentation Energy Preservation and Paper Reduction Project. The amendment lifted the restriction in which documents that were archived for more than 30 years can only be approved and signed using the hard copy. In 2020, the ratio of documents that were received as hard copy but signed electronically reached 65.77%, and the total ratio of documents signed electronically reached 95.96%. This indicated that the project successfully promoted energy preservation and paper reduction.
August 18, 2020	The Taipei City Government donated 2,100 protective clothes and other medical resources to its sister city San Francisco for epidemic prevention.
September 4, 2020	Mayor Hřib visited Taipei City and Mayor Ko in person to discuss collaboration between Prague and Taipei City. Mayor Ko announced the donation of 100,800 medical masks from Taipei City to Prague. In addition, two pangolins from the Taipei Zoo were sent to Prague Zoological Garden.
September 9, 2020	Taipei City donated 4,000 medical masks to its sister city Phoenix for epidemic prevention.
September 16, 2020	Taipei City donated 4,000 medical masks to its sister city Boston for epidemic prevention.

October 5, 2020	The Secretariat hosted the 2020 Documentation Manager and Practitioner Training. A total of 697 participants across 14 cohorts completed the training. The final cohort completed their training on November 10.
October 5, 2020	Taipei City donated 15,000 medical masks to its sister city Quezon City for epidemic prevention.
October 15, 2020	Taipei City donated 100,800 medical masks to its sister city Prague for epidemic prevention.
December 3, 2020	Taipei City donated 18,000 medical masks separately to Colombo, Sri Lanka and Lalitpur, Nepal, which are members of the international organization CityNet.
December 9, 2020	Taipei City donated 24,000 medical masks to its sister city Castries for epidemic prevention as well as USD3,000 for local students with financial difficulties to purchase stationery.
December 14, 2020	The Secretariat oversaw the transfer of files that were deemed permanent archival documents by the Taipei City Government and its departments between 1977 and 1982. After review and approval by the National Archives Administration, one file was transferred to the National Archives, 120 files were permanently archived by relevant authorities, and 84 files were temporarily archived by relevant authorities. This improved the overall efficiency of file deletion.

March 16, 2019	Mayor Ko Wen-je led a delegation to New York, Washington D.C., and the two sister cities of Taipei city, Atlanta and Boston, in the Eastern United States; the visit ended on March 24.
March 18, 2019	The Taipei City Government coordinated the dispatch of City Hall’s vehicles (stage one) into a single e-management system; the vehicles comprised those belonging to 11 departments and offices, namely the Hydraulic Engineering Office; New Construction Office; Secretariat; Department of Health; Department of Budget, Accounting, and Statistics; Department of Information and Tourism; Department of Labor; Department of Urban Development; Department of Finance; Department of Social Welfare; and Department of Civil Affairs.
April 02, 2019	The Taipei City Government launched the 2019 Taipei City Government Project of E-Official Documents, Energy Conservation, and Paper Reduction. According to the yearly statistics, 35.33% of paper documents received were signed online, 92.31% of official documents were signed online, 98.00% of the meetings were conducted without the use of any paper-based meeting materials, and the amount of paper purchased was reduced by 7.16%. Thus, the energy-conservation and paper-reduction policy has been implemented effectively.
April 29, 2019	Taipei City became a sister city of Belmopan, the capital of Belize, which is a Central American country that Taiwan has diplomatic relations with. A treaty of friendship was signed in the Taipei City Council building by Mayor Ko Wen-je, Speaker Chen Chin-hsiang of the Taipei City Council, and Mayor Khalid Belisle of Belmopan.
May 13, 2019	The Taipei City Government’s Secretariat; Research, Development, and Evaluation Commission; and Department of Government Ethics cohosted the 2019 Word Processing Course. The course comprised four phases and ended on May 16, with 312 participants.
May 23, 2019	Mayor Ko Wen-je led a delegation to Japan to attend the 2019 Taiwan–Japan Summit Tourism Forum in Toyama Prefecture and visit Tokyo, Fukushima Prefecture, and Miyagi Prefecture for field surveys on their city-governance practices, including those relating to disaster prevention and post-disaster recovery. The visit to Japan ended on May 26.
June 21, 2019	The Secretariat of Taipei City Government held the Networking Event for Heads of Taipei City Government Agencies, in which Mayor Ko Wen-je led the heads of first-level agencies of Taipei City Government to visit Taitung County for an exchange seminar on local governance. The event ended on June 23.

August 02, 2019	The Secretariat of Taipei City Government conducted an archival appraisal on all records for 1950–1976. As approved by the National Archives Administration of National Development Council, 17 records were to be transferred to the National Archives Repository, 313 were to be permanently archived by the Taipei City Government, and 301 were to be temporarily archived by the Taipei City Government. The appraisal facilitated the effective practice of planned record deposition.

February 22,2018	The Taipei City Government proclaimed the “Taipei City Government 2018 Implementation Program of e-Official Documents for Energy Conservation and Paper-use Reduction.” In 2018, the percentage of e-official documents approved for upload online by all levels of city governmental agencies reached 87.05% and the percentage of e-conferences reached 95.89%, with the subsequent paper procurement amount reduced by 6.9%, demonstrating effective implementation of the program.
February 23,2018	Kim Seung-Su, Vice Mayor of Daegu City, sister city of Taipei City, led a delegation to visit the Taipei City Government. The group also attended the opening ceremony of the Taipei Lantern Festival on the evening of February 24.
March 7,2018	The National Archives Administration of the National Development Council received the “Summary Plan for Archival of Taipei City Government Permanent Records by Year.” According to the plan, all relevant agencies must complete appraisal of permanent records for archival generated prior to December 31, 1992, within 6 years. May 15, 2012	In the FIABCI Prix d’Excellence Award 2012, Taipei City Government’s “Gongguan Riverside Integrated Development Plan” and “Zhongxiao Fuxing Station (Sogo)“were runners-up in the Public Infrastructures/Amenities Category and the Retail Category by the International Real Estate Federation (FIABCI), respectively. Taipei City Secretary-General Chen Yeong-Ren accepted the awards on behalf of Taipei City. The visit ended on May 18.
May 30, 2012	Taipei Mayor Hau Lung-Bin announced the official inauguration of the An-Kang Public Housing Flagship Project which is aimed at increasing the reserve of publicly owned rental apartments through diverse offerings, strengthening Taipei’s housing market, meeting public demand, and boosting the overall quality of the city’s environment.

June 30, 2012	The Taipei City Government introduced the Government Doc Online Management System Installation Project in all 162 departments and agencies (including two municipal colleges).
August 31, 2012	Taipei Mayor Hau Lung-Bin led a delegation on a fact-finding mission to Paris, London, and Helsinki. During the visit to Helsinki, Hau also met with Helsinki Mayor Jussi Pajunen and signed the Friendship City MOU. The visit concluded on September 11.
October 1, 2012	Taipei Deputy Mayor Chen Hsiung-Wen flew to Jakarta for the 4th United Cities and Local Government Conference-Asia Pacific Region, UCLG-ASPAG. The Conference concluded on October 6.
November 21, 2012	Taipei Deputy Mayor Chen Wei-Zen traveled to Al Ain in Abu Dhabi for the 2012 International Awards for Livable Communities. Taipei took home silver and bronze medals in Whole City and Project categories, respectively.

June 2, 2011	Taipei Deputy Mayor Chen Wei-Zen visited Venice, Italy for the opening of the Taiwan Pavilion at the 54th Venice Biennale (La Biennale di Venezia): “The Heard and the Unheard – Social Soundscape Taiwan.” The Biennale was attended by over 60,000 visitors. It ended on November 27.
June 11, 2011	Taipei Deputy Mayor Allen Chiu was invited to Xiamen, China, for “the Third Straits Forum.” The Forum concluded on June 12.
July 24, 2011	Taipei Mayor Hau Lung-bin led a delegation to Shanghai, China, for “the Shanghai-Taipei City Forum.” The two mayors signed an MOU to heighten exchange activities on tourism, education and health. The visit wrapped up on July 27.
July 29, 2011	The Taipei City Government revised the “Ordinance Governing the Organization and Self-Governance of the Taipei City Government” and its organization chart. One Deputy Mayor and one Deputy Secretary-General were added to the organization. The Department of Land of the Taipei City Government, the Department of Compulsory Military Service of the Taipei City Government, and the Indigenous Peoples Commission underwent reorganization for their year-end inauguration.
July 31, 2011	The reorganization of the Secretariat of the Taipei City Government went into effect: the Spokesperson’s Office was renamed the Media Affairs Division of the Secretariat; the Taipei City Disaster Prevention Center was rechristened the Fire Department of the Taipei City Government.
August 11, 2011	Taipei Secretary-General Chen Yeong-ren led a delegation to Shenzhen to inspect the 2011 Summer Universiade in Shenzhen. The tour ended on August 16.
August 31, 2011	Taipei Mayor Hau Lung-bin participated in an investor sign-up event in Japan hosted by the Council for Economic Planning and Development under the Executive Yuan; he also visited Osaka Prefecture Governor Toru Hashimoto. The visit ended on September 1.
September 1, 2011	“Regulations Governing Taipei City Hall Curfew and Control” went into effect. In addition to placing security officers on patrol around the clock, the new security measure also included security ID scanners in elevators to strengthen monitoring and control.
September 28, 2011	Taipei Deputy Mayor Tim T.Y. Ting traveled to Brussels, Belgium, to present the application dossier to the International University Sports Federation. The visit ended on October 2.

March 11, 2009	Mayor Hau Lung-bin led a delegation to San Francisco, Los Angeles and Seattle, visiting the mayors of these cities: Gavin Newsom, Antonio Villaraigosa and Gregory Nickels, respectively. The delegation visited the cities’ local urban renewal projects, waterfront cities, environmental protection, ecology, traffic, and high-tech construction initiatives for future administrative reference. The trip ended on March 22.
April 6, 2009	The Secretariat of the Taipei City Government hosted an Efficient Energy Conservation Citation Awards and Technology Exhibition for the 2008 Academic Year for Schools and Agencies under the Taipei City Government.
June 3, 2009	Mayor Hau Lung-bin led a delegation to Italy for the 53rd Venice Biennale in Italy for the opening ceremony of the Taiwan Pavilion. The delegation also visited Florence, inspected historic sites maintenance and reinvigoration in Rome for future administrative reference. The tour wrapped up on June 10.

March 27, 2007	In recognition of the free consultation service offered by the Taipei Bar Association and the Taipei Land Administration Society, Mayor Hau Lung-bin awarded the associations and presented 317 volunteers with certificates of gratitude.
April 10, 2007	The 2007 Simulated Evacuation Drills for Aerial Defense (Wanan No. 30) was launched in Northern Taiwan.
May 27, 2007	Mr. Wang Le-sheng, Counselor of the Taipei City Government, attended the 2007 International Exchange Forum and gave a speech on Taipei 's municipal development.
July 15, 2007	Mr. Wang Le-sheng, Counselor of the Taipei City Government, attended the 2007 Sister Cities International Annual Conference in Fort Lauderdale, Florida, which lasted until July 24.
August 29, 2007	Mayor Hau Lung-bin participated in the Asia Pacific City Summit in Brisbane, Australia ; he later visited Singapore. The entire trip ended on September 7.

February 7, 2006	Mayor Ma Ying-jeou visited Italy, Switzerland, the U.K., Ireland, and Belgium to promote Taipei 's investment environment, and facilitate business exchanges and strategic alliances.
March 19, 2006	Mayor Ma Ying-jeou visited the U.S. cities of New York, Boston, Washington D.C., San Francisco, and Los Angeles to conduct city exchanges and attract investors.
April 15, 2006	At the 5th Plenary Meeting of the Asian Network of Major Cities 21 (ANMC21), Taipei City signed the Taipei Statement along with 9 other member cities (Tokyo, Seoul, Delhi, Bangkok, Singapore, Jakarta, Hanoi, Manila, and Kuala Lumpur), actively seeking cooperation and exchange opportunities.
July 6, 2006	The 2006 Civilian Defense (Wanan No.29) air-raid drill is conducted.

January 1, 2005	In collaboration with the national campaign for writing official documents horizontally, the writing style of official letters at all Taipei City bodies and school systems were unified accordingly. Electronic exchanges also began with central government organs and other city/ county governments.
March 1, 2005	The newly renovated Joint Service Center, TCG, was inaugurated. To better service the general public, in resident were the Consumer Ombudsman and the Consumer Service Center.
March 2, 2005	Mayor Ma Ying-jeou led a delegation in name of Healthy City, and visited the Japanese cities of Tokyo and Yokohama on a four-day trip.
April 25, 2005	Advisor Ou Chin-der and others attended the UCLG-ASPAC Congress organized at Daejeon, Korea, and spoke of Taipei 's achievements and outlook on constructing a WIFI city.
August 14, 2005	Mayor Carlos Rivas Zamora of San Salvador, El Salvador, and his wife arrived for a 6-day visit in Taipei.
September 9, 2005	Taipei city government executed the national defense drill (Wanan No.28) for the Northern Region by implementing a national air-raid evacuation drill.
September 30, 2005	Deputy Mayor Yeh Ching-chuan departed for Korea to attend the 3-day Seoul World Mayors Forum 2005.

January 9, 2004	Mayor Ma Ying-jeou and Mayor Bill Smith of Edmonton, Canada, signed the Trade City Declaration in Taipei.
June 13-15, 2004	Mayor Ma Ying-jeou was invited to Seoul, Korea, to deliver a speech at "Asia Strategic Insight Roundtable." He also paid a call on the Mayor of Seoul, Mr. Lee Myung-bak, and inspected the Cheonggyecheon Restoration Project. After the conference, he took the Korean Train Express to Busan City and viewed the subway system, a traditional market, and the Busan Asiad Main Stadium, where he was given a briefing.The Stadium was built in 2002 for the Asian Games and the FIFA World Cup.
November 22-24, 2004	Mayor Ma attended the 4th Plenary Meeting of The Asian Network of Major Cities 21 (ANMC 21) in Jakarta and requested to host the Plenary Meeting in Taipei. During this conference, Mayor Ma encountered groundless carping from Beijing. However, in accordance with the ANMC 21 Charter and standing international practice, Mayor Ma defended Taipei’s rights by reaffirming the city as the priority host of the 5th Plenary Meeting, which was later held in 2006.
