On June 16, 2026, Taipei Mayor Wan-An Chiang visited Singapore’s Punggol Digital District. Accompanied by Singapore’s North East District Mayor Yam-Keng Baey, he listened to briefings on the district’s spatial planning and open digital platform, and he inspected the district’s skybridge system to understand how Singapore uses it as its most forward-looking demonstration site to introduce digital governance across different living spaces. 

The planning and development of the Punggol Digital District are led by JTC Corporation, a statutory board under Singapore’s Ministry of Trade and Industry. A representative from JTC Corporation explained to Mayor Chiang and his delegation that the first phase of the district, opened in March 2025, is a large-scale living laboratory serving as a real-world testbed for smart city innovation. The district connects underground, ground-level, and skybridge levels, and it fully integrates the needs of industry, government, and academia across the commercial and residential areas and the Singapore Institute of Technology, as well as planning for community, recreation, and public services. The underground car parks throughout the district are interconnected, and facilities such as power generation and waste treatment stations are also located underground, which maximizes pedestrian and green spaces on the ground level. The representative further highlighted that the skybridge level, connected at the seventh floor, not only allows for public passage but also enables robots to move to different buildings to provide services while accessing data from the open digital platform. Mayor Chiang noted that the district’s layered spatial planning is highly worthy of reference for Taipei, and he also asked the district representative about various planning details while walking along the skybridge.

During the visit, Mayor Baey, who also serves as the Minister of State for the Ministry of Culture, Community, and Youth and the Ministry of Transport, accompanied Mayor Chiang and his delegation. The two mayors exchanged opinions on smart cities, transportation policy, culture, and youth exchanges, and they also shared experiences in city governance between Taipei and Singapore.

Before concluding the visit, Mayor Chiang presented Mayor Baey with a Taipei City Map Tray, which outlines Taipei’s streets and landscape through laser engravings. Mayor Chiang used this map to introduce Mayor Baey to Taipei’s development context and distinctive landmarks. In turn, Mayor Baey presented Mayor Chiang with an artwork from the Shaping Hearts project, a program that promotes social inclusion and understanding and provides children with special needs and people with disabilities with opportunities to showcase their talents. At the end of the visit, the two mayors shared their hope of further deepening their friendship and cooperation through such exchanges.
